A Political Order Could Change Paper, but Not Collective Memory
That became the central message behind much of the Canadian response.
Governments can issue documents.
They can alter terminology within their own institutions.
But language is also shaped by the people who use it.
A name deeply embedded in history cannot necessarily be replaced simply because a political leader announces another one.
