Several U.S. Navy E-6B Mercury aircraft attracted attention after flight-tracking observers reported seeing multiple examples operating over different parts of the United States. The sightings occurred around the same period as CIA Director John Ratcliffe made a rare visit to Moscow for discussions with Russian intelligence officials. The timing quickly generated speculation online because the E-6B plays an important role in the United States’ nuclear command, control and communications system.
However, there is currently no publicly confirmed evidence establishing that the aircraft activity was ordered because of Ratcliffe’s Moscow visit. Ratcliffe traveled to Moscow on August 25, 2026, in what represented an unusual high-level contact between American and Russian intelligence officials. The trip was not publicly announced in advance by U.S. authorities, contributing to interest surrounding both its purpose and timing. Subsequent reporting established that Ratcliffe met with Russian intelligence representatives during his time in the Russian capital.
The visit occurred against a backdrop of deeply strained relations between Washington and Moscow and continuing international concern surrounding Russia’s war against Ukraine. Kremlin spokesperson Dmitry Peskov later confirmed that contacts had taken place through intelligence-service channels. Peskov said Ratcliffe did not meet directly with Russian President Vladimir Putin during the visit. Putin was nevertheless informed about the outcome of the discussions, according to the Kremlin. Russian Foreign Intelligence Service director Sergei Naryshkin subsequently confirmed that he had held what he characterized as a working-level meeting with the CIA director.
